Job Summary

As a leader of the Fire Prevention and Risk Reduction Section, and under the direction of the Fire Chief, you will be responsible for the management and oversight of public education, fire and building code inspections including plans examination, fire investigations and enforcement of applicable acts, regulations, by-laws and policies in the City, including the management of all staff assigned these sections.

Duties and Responsibilities

  • Provide leadership, direction and oversight of the section in a manner compliant with applicable corporate policies, established procedures and applicable law
  • Define and implement section goals and service levels establishing priorities, fostering an environment of innovation and continuous improvement
  • Conducts proactive monitoring and administrative control of the programs and services offered in the section
  • Completes monthly, quarterly and annual reports for director, commissioner and Office of the Fire Marshal and Emergency Management (OFMEM)
  • Ensures superior level of customer services across all section business
  • Works with IT on internal and external dashboards highlighting performance metrics and KPIs
  • Track and analyze relevant statistics to prepare reports incorporating business intelligence and data driven decision making
  • Oversees the development, implementation and delivery of training and staff development plans
  • Responsible for the supervision, mentoring and development of all section employees and overseeing the establishing of an annual training syllabus and reporting methodologies
  • Manage human resources, succession planning and staff development for FP&RR Section
  • Fosters section management practices that comply with labour law, regulation, agreements and policies
  • Provides forum where employees can work cooperatively with other team members and promotes harmony and teamwork by encouraging team building efforts

Duties and Responsibilities Continued

  • Administer the section’s annual operating and capital budgets, forecasting and planning for future needs
  • Within approved budgets, ensures the effective and efficient distribution and utilization of staff based on established organizational structure, section goals and guidelines
  • Develop and maintain strong positive relationships with public stakeholders including the industry and business community, as well as various non-governmental organizations as it relates to the FP&RR portfolio
  • Represent the city in situations involving other government, community or agency stakeholders and works with various other levels of government to positively influence legislation/policy that impacts programs and services
  • Build and maintains relationships with internal stakeholders to ensure efficient processing of applications and issue resolution.
  • Contributes to the overall strategic planning with the MFES management team, and executes planning and implementation of recommendations outlined in audit reports, risk assessments and the master Fire Plan for FP&RR
  • Anticipates and identifies short and long term issues that may have a negative impact on the section and develops and recommends or implements strategies to avoid or mitigate impacts on section
  • Establishes annual goals and objectives for the section within the Divisional goals and sets policies, procedures and priorities and ensures that work plans to achieve sections goals are established
  • Oversee and analyze current processes, practices, work quality and service delivery, making proposals to improve the same, and implement changes, as required, using change management techniques in FP&RR
  • Oversee recruitment, candidate selection, training, coaching, motivating, discipline, performance management and promotional routines in FP&RR In the leadership role you will be required to represent MFES at various public events and forums outside of business hours, including holidays and weekends 
  • On-call duties may include overseeing and being a liaison for staff during fire investigations, inspections outside of business hours, and during large scale emergencies (24/7)
  • Champions culture change within the section and across the division and ensures diversity, equity and inclusion, workforce planning and organizational effectiveness goals are being achieved.
  • Perform other related duties as assigned.

Skills and Qualifications

  • Post-secondary graduation in Public Administration, Business Administration or other relevant discipline with a minimum 5 years progressive experience with the Fire Service or equivalent combination of education and experience deemed acceptable by the corporation.
  • Effective decision-maker with a track record of innovation and results-oriented leadership, fiscal accountability, customer service orientation, and the ability to promote teamwork, and foster an environment that builds capacity for staff excellence
  • Excellent interpersonal skills, communication (oral and written), presentation, leadership, team building and customer service skills
  • Proven ability to assess complex/sensitive situation to determine the importance, urgency and risks and make difficult decisions that are based on legislation, fire code and/or the best interest of the corporation
  • Proven supervisory ability to direct, evaluate and effectively manage staff. 
  • Working knowledge and experience with labour relations, grievance administration, staff engagement, equity diversity and inclusion strategies, recruitment and staff recognition.
  • Proven ability to maintain effective working relationships with all levels of employees and the public with a demonstrated understanding of team dynamics, motivation techniques and conflict resolution.
  • Strong writing and interpersonal skills required, including the ability to establish effective working relationships and provide quality customer service. 
  • Must possess a valid Ontario Driver's licence

Hourly Rate/Salary: $147,427.00 to $196,568
