Major Responsibilities:

 

  • Conducts Financial, Policy, Assessment/Appraisal research, analysis and develops financial models to identify issues, highlight trend/areas of concern, recommend solutions, corrective actions and prepares financial impacts/reports/briefing notes/correspondence/draft by-laws and delivers presentations for Senior Management, Agencies, Boards, Commissions and/or Council.
  • Prepares monthly, quarterly, and/or annual reports and analyses projecting and/or forecasting year-over-year changes in revenues/assessment, by  performing data collection, verification, statistical analysis on property assessments  to determine the valuation of all types of real property using the cost, comparative and income approaches to value  for taxation
  • Engages internal/external stakeholders in goal setting aimed at achieving City and/or divisional objectives and tracks performance accordingly.  Reports on results annually to Committee and Council.
  • Reviews and prepares Statements of Issues, collects and prepares documentation to support City's position (including performing site inspections/visits and obtaining visual evidence), prepares Statements of Response, represents the City at quasi-judicial tribunals (such as the Payment in Lieu Dispute Panel and the Assessment Review Board) and acts as an expert witness when required.
  • Assists in representing the City in negotiating provisions/settlements and providing solutions/decisions for consideration of the Chairs/Judges.
  • Identifies the City's assessment growth market trends, errors and anomalies and liaises with MPAC to confirm actual growth for the assessment base, and prepares/monitors quarterly reports on forecasted assessment growth/loss, and takes corrective action by launching assessment appeals when necessary.
  • Prepares financial impacts/reports/briefing notes/correspondence for Senior Management, Agencies, Boards Commissions and or Council.
  • Calculates the financial impact and assesses the City's exposure with respect to various issues including new corporate revenue sources, evaluates assessment growth, provides input in the calculation of the tax rates, and calculates the for Council's approval
  • Leads/participates on specific work and/or divisional projects including corporate capital projects and delegates tasks and responsibilities to junior staff and/or consultants assigned to the specific projects.
  • Provides advice to staff in the review and analysis of problems, projects, and new priorities.  Participates in the development of goals, objectives, and performance standards. Drafts and revises related program plans, policies, and procedures.
  • Undertakes financial analysis on a variety of other operational issues.
  • Leads and coordinates staff training/development, prepares policy statements, and facilitates in-service training.
  • Reviews all section policies, processes, procedures, and systems; evaluates exposure to risk; reports findings; and recommends and/or develops improved/enhanced internal controls.
  • Monitors and evaluates the effectiveness of procedures on a regular basis; reports findings; recommends and participates in the implementation of improved procedures.
  • Participates in the preparation of the budget for the City's non-program revenue and expenditures for the Tax, conducts detailed analysis, appropriate follow up of issues and recommends needed corrective action in regard to non-program variance reporting and forecasting, and in relation to Payment-In-Lieu, liaises with the Payment Programs Unit, in an effort to formulate adequate provision and recommends amounts to be written-off to Council. 
  • Recommends approval of Minutes of Settlement on Assessment & Taxation Related Matters.
  • Identifies system problems/issues, tests system enhancements, advises Supervisor of test results, and assists with implementation.
  • Responds to inquiries or other issues escalated beyond the scope of front line staff ensuring a prompt, courteous reply, including appropriate action and follow-up.
  • Negotiates and liaises with other sections within Revenue Services, City's Divisions (including Legal, Accounting, Building, Planning, Facilities & Real Estate, Toronto Water, Economic Development, Budgets, etc.), provincial governments, MPAC, school boards, and other municipalities, as required.
  • Leads the Corporate review of information flow to and from MPAC so as to ensure the timely delivery of supplementary/omitted revenues such as identifying the City's assessment growth market trends, errors, and anomalies and liaise with MPAC to confirm actual growth for the assessment base.
  • Prepares/monitors quarterly reports on forecasted assessment growth/loss.
  • Identifies, develops, and/or implements new and/or improved business processes, as required including implementing new systems.
  • Consults and negotiates with various provincial agencies, the Municipal Property Assessment Corporation, internal/external stakeholder groups, in the development of new policies and procedures, new regulations or legislative changes.
  • Negotiates policy decisions and assessment outcomes with MPAC to protect the City's interests, such as  representing the City in negotiating settlements related to assessment matters and provides recommended solutions/decisions for consideration of Senior Management, drafts and reviews Minutes of settlement when appropriate
  • Facilitates stakeholder meetings and leads debates and discussions (e.g. BIA meetings, Appeal Settlements, Tenant Tax Notification sessions, policy development sessions with the public, etc.).
  • Provides consultation and expert advice on the adequacy of internal controls and negotiates improvements to controls with staff, other divisions, corporate I&T, internal audit, etc.
  • Interprets provincial and federal statutes, regulations, and policy statements, prepares analysis and determines impacts on operations and City policies, recommends legislative/regulatory amendments where necessary, and maintains up-to-date knowledge of all applicable statutes and regulations.
  • Conducts independent research on municipal issues, referencing technical journals, published studies, and other sources, prepares summaries and reports on findings, using assessment/appraisal research and financial analysis to identify issues, highlight trends/areas of concern, develops financial models to assess impacts, recommends solutions. 
  • Provides input to the development of the annual budget for the Operational Support Unit, such as calculating the financial impact and assesses the City's exposure with respect to various appeals or potential appeals.
  • Participates in the development, review, and monitoring of effective performance measurements for the unit. Conducts benchmarking across sectors, as required.

 

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in a discipline relevant to the job function (e.g. Property Assessment, Business, Accounting, Finance, etc.) or an equivalent combination of education and/or related experience.
  2. Considerable experience in preparing property assessments and evaluating appraisals for various types of real estate including but not limited to Commercial / Industrial properties (preferably large properties).
  3. Considerable experience in research, analysis, and interpretation of data.
  4. Considerable experience with MS Office (e.g. PowerPoint, Excel, and Word).

 

You must also have:

  • Advanced knowledge of the City of Toronto Act, Assessment Act, and other related legislation and regulations.
  • Advanced knowledge of the real estate practices, principles, property valuation, and in the use of recognized methods of land and building valuations in and around the City of Toronto or other major cities in Canada.
  • Ability to prioritize multiple projects, work with cross-functional teams, set clear directions, and design terms of references and project plans.
  • Advanced knowledge of Zoning Bylaws, Official Plan, Planning Act, and Planning processes and changes.
  • Ability to analyze large sets of data with analytical tools such as Crystal/Infomaker, etc.
  • Ability to communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials and the public.
  • Strong analytical and organizational skills with the ability to work with large databases and prepare reports.
  • Independent judgment and discretion in dealing with confidential matters and to perform multi-tasks with minimum supervision.
  • Excellent interpersonal skills to act as divisional representative and to liaise with all levels of staff, other levels of government, legal, councillors, public, and other external contacts in an efficient, discrete and diplomatic manner.
  • Familiarity with government legislation in the area of Occupational Health and Safety.
  • Appraisal/assessment qualifications and/or professional accreditation in a recognized
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces. 

 

Asset:

 

  • Appraisal/Assessment Institute or Appraisal Association accreditation would be an asset.
