The McMaster Nuclear Reactor is a unique combination of commercial operations, research and teaching facilities. The facility consists of the McMaster Nuclear reactor and NRB support facilities including CANS, SANS, Accelerator and 9 other cost centres within MNR. Staff compliment is approximately 50. Commercial activity alone accounts for 800 transactions per month. The number of commercial customers varies but is approximately 275 and includes companies from around the world. These commercial activities present unique partnerships with other facilities around the world with the leadership responsibilities of the ventures resting at McMaster.MNR facilitates and enables dozens of investigators from approximately 25 Universities to conduct foundational and translational research by providing operational, analytical, technical, regulatory and project management staffing for faculty-led research initiatives, and training and support services for researchers who wish to work independently.
 
Reporting to the Director, Nuclear Operations the Manager, Operations, QA Management and Training plays the primary role in the implementation and maintenance of the Quality Assurance Programs and the development and delivery of Training Programs across Nuclear Operations and its multiple facilities at McMaster. The McMaster Nuclear Reactor requires certified operators who undergo a certification examination every 5 years (much like an RN or MD, who must reregister with their respective governing organizations on a regular basis and complete in service, educational courses and create professional development plans for submission). The Manager, Operations, QA Management and Training develops and administers the exam and ensures compliance with external regulations.The Manager must possess an in-depth understanding of regulatory requirements and facility operations to ensure compliance with external standards and regulations and successful certification of the Reactor operators.
 
Accountabilities:
 
Training Programs and ExaminationsImplement training programs to allow reactor operators and supervisors to achieve certification under the Canadian Nuclear Safety Commission's examination and in turn operate the McMaster Nuclear Reactor.Develop, implement and maintain the SAT-like certification program for MNR operators and supervisors.Prepare certification examinations, including liaising with industry experts to prepare specialized examination questions.Develop formal marking guides for examinations.Liaise with regulators to validate examination questions and setup examination administration.Assess staffing levels and qualifications to recommend training programs to maintain certification and compliance with regulations.Organize non-nuclear specific training for the McMaster Nuclear Reactor, including health and safety training, dangerous goods training, etc.
 
Quality Assurance ManagementDevelop, implement and maintain the quality assurance programs to comply with Canadian Nuclear Safety Commission regulations.Conduct regularly scheduled audits, prepare reports of findings and make recommendations on quality assurance program improvements.Maintain compliance and conformance databases, a key element of MNR license renewal.Lead investigations of incidents requiring corrective action. Develop a corrective action plan, following it through to completion and verification of effectiveness.Collecting and analyze reactor operations data to garner trends and make recommendations on policies and processes.Develop and implement quality assurance systems and processes for other Reactor supported facilities (i.e. CANS, Cyclotron, etc.)
 
External RegulationsPrimary liaison with the regulatory bodies, to understand new or changes to regulations and apply changes to MNR policies and processes.Act as a representative for non-power reactors on working groups with the regulatory bodies to develop new or update existing nuclear regulations.Conduct the annual program review, to establish goals and objectives for the subsequent year.Prepare the annual report to demonstrate compliance to the regulators.Participate in the formal license renewal process for the McMaster Nuclear Reactor.
 
Customer AuditsMaintain records and documentation of processes for external client audits.Lead customer audits, to demonstrate contractual quality standards and processes are being met.Lead and perform vendor audits, to confirm contractual quality standards and processes are being met.
 
OperationsHire and supervise staff to execute and support the department`s needs and goals.Maintain staff performance at a high level including training, coaching, remediating performance and where necessary disciplining (up to termination) staff in their area.Strategic PlanningAs a member of the Nuclear Operations management team, contributes to the development of business plans to make the department more flexible, cost-effective and responsive to client needs.
 
Qualifications
 
Education:University undergraduate degree in Science or Engineering.
 
Experience:The successful candidate must have experience developing and delivering training material and have experience in implementing and maintaining Quality Assurance Programs. Preference will be given to applicants with previous experience in nuclear reactor systems and processes. Knowledge/Skills:The successful candidate must pass a security background check as specified by the Nuclear Safety Control Act and will be classified as a Nuclear Energy Worker.Managerial or supervisory experience in a Union environment preferred.
 
This position will report to the Director Nuclear Operations and Facilities and will provide support to reactor operations with primary responsibility for the implementation and maintenance of the Quality Assurance Program for the reactor and training Program development and delivery for certified positions.
 
The Manager of OQM&T will help develop, implement and maintain the SAT-like certification program for MNR operators and supervisors.
