PRIMARY JOB RESPONSIBILITIES: 

The Procurement Manager oversees the procurement function for the University including the purchasing of tens of millions of dollars annually in goods and services, including construction services. The position manages the financial and human resources in the Purchasing area such that it provides an efficient and streamlined process that meets the needs of the University’s various Departments and Faculties while ensuring fair, transparent and open competition for all interested vendors.  An innovative and strategic leader in the Finance department, the position will manage and continuously evaluate the University’s vendor contracts, identifying opportunity for efficiencies budget savings or improved service, and successfully negotiate on behalf of University stakeholders.   


ESSENTIAL QUALIFICATIONS:

The successful candidate will possess:

  • Degree or diploma from a post-secondary institution in a field with some relevance to procurement/contracting (including finance, business administration, business law) or recognized purchasing designation (e.g. PMAC - SCMP)
  • Three to five years of experience managing people and leading teams
  • Demonstrated success in the development and implementation of policies, procedures, and computerized systems
  • Experience with preparing, reviewing, and interpreting legal contracts and strong negotiation skills
  • Excellent interpersonal skills, including the ability to interact comfortably with staff at all levels
  • Excellent oral and written communications skills
  • Excellent organizational skills, as well as the ability to prioritize and handle multitask assignments
  • Ability to exercise sound judgement and tact when providing service to a wide variety of clients
  • Knowledge of the University’s and/or other Ontario public sector policies regarding purchasing, travel, entertainment, and other procurement-related policies dealing with the purchase of goods and services
  • Strong computer skills and be proficient in spreadsheet (e.g. Microsoft Excel) and will have experience in working in a complex financial information system.

PREFERRED QUALIFICATIONS:

  • Basic knowledge of income tax regulations for payments for services to Canadians and Non-Residents and of all sales regulations
  • Experience in the procurement of capital construction contract services
  • Management experience in a procurement environment
  • Management experience in a University or unionized environment
  • Working within purchasing modules within a financial information system
