A high-visibility role in design-procurement- construction-commissioning of a $2B commercial multi-use project.  We are looking for a leader in your field, apeople manager, and a manager of client service and expectations.

You are an exceptional communicator, able to manage relationships and performance, someone clients know they can count on to put in place the people, resources and processes required not only to deliver on project specifications but to meet or exceed their highest expectations.

Reporting to the Project Director, you will be responsible for planning, developing, delivering, and reporting on assigned projects within scope, schedule and budget, and in line with corporate and client procedural boundaries. Typically, projects, renovation projects, installations and/or new construction projects undertaken by you, such as rehabilitation, new facilities and building additions, will be of high complexity and dollar value. As a Senior Project Manager, you will l be a member of a project team responsible for the delivery of programs, projects or large initiatives.

SUMMARY

The Senior Project Manager, Interior Design (SPM, ID) position, is a senior member of a BGIS Project Management Team who is partnering with the Government of Canada (GoC) PSPC Team and other Project Stakeholders in the delivery of a Major Capital Project construction project within the Ottawa/Gatineau Region.   The project duration is anticipated to be approx. 7 years, and encompasses the design and re-construction of an existing GoC campus site, which includes the rehabilitation of an existing building, and the build of new buildings which includes the addition of two office towers, a structured parking facility, a service building, and links between all buildings. 

This role is to act as the BGIS Team Lead for all Interiors-related deliverables, to provide leadership to the Interiors Team, and to also act as BGIS’s Design Advocate for all architectural and interiors design.

Overall key responsibilities (but not exclusively) are listed below.   The overarching quality and success of this project will be a result of strong client and team relationships, respect between all project stakeholders and the continuously sharing of information between all.  

The SPM, ID is to be the single point of contact (SPOC) for all interiors scope deliverables, between Clients/Tenants, Consultants, and all project stakeholders.  This includes facilitating and coordinating all required gathering of the client/tenant requirements, their required participation and submissions of all deliverables, scheduling and facilitating drawing review meetings, documenting findings/deficiencies, and attending review and subsequent progress status meetings.  This position has the overall responsibility for overseeing/monitoring all the design consultant’s deliverables to ensure client requirements, GoC mandates, codes and standards are being met, and to ensure that construction is in accordance with cost, schedule, and quality standards.

 

KEY DUTIES AND RESPONSIBLITIES:

For all phases of the Project, including Functional Programming (FP) (Information Gathering), Schematic Design, Design Development, Construction Documents (66%,99%, IFT), Signage, Construction, (incl. deficiencies clean-up), and Client Handover, the Senior Project Manager is the designated interiors prime, responsible for the following:

FP / Information Gathering:

  • As the SPOC prime contact between the Consultants and the Client/Tenants, obtain schedules from Consultants for their data gathering and coordinate all required interviews and site walk-throughs with Client/Tenants
  • Ensure that all data gathering by the Consultants is comprehensive and completed as per Master Schedule deliverable dates
  • Be an active participant in all Information Gathering sessions/walk-throughs
  • Provide design input on design layouts, stacking plans and planning options

Schematic/Design Development/Construction Documents

  • Responsible for the distribution of drawings/documents to be reviewed, identify due dates for completion of reviews to align with Master Schedule
  • Review Schematic, Design Development/Construction drawings and specifications for accuracy, and for ensuring they meet PSPC standards and the Tenant’s functional and spatial requirements identified in the FP
  • As an advocate for design, provide professional input and feedback on architectural layouts and finishes
  • Schedule and facilitate follow-up collaborative design review sessions with applicable clients and project stakeholders.
  • Document and consolidate all comments/feedback, and distribute back to all stakeholders and to Consultants to have changes incorporated into construction documents.

Construction:

  • Oversee Consultant Site Inspections, record and send all issues/deficiencies to all applicable parties to be documented and to be corrected.
  • Bring to the attention of the Consultants for resolution all site conditions that were not addressed in construction documents.
  • Work with the Consultants to resolve issues, propose solutions and obtain approvals from PSPC and clients prior to incorporating into change orders
  • For all PSPC and Client-identified construction issues act as SPOC and liaise with the Consultants to address and respond to concerns/issues
  • Support the BGIS Senior Building Project Manager – conduct post-review of all interiors-related construction change orders by Consultant to verify that Consultant fees,  level of effort and construction costs are fair and reasonable
  • Attend regularly scheduled construction status and deficiency meetings to monitor the progress and status of interiors related SI’s (Site Instructions) and change orders
  • Monitor the consultant’s progress on site inspections, documenting deficiencies, the construction contractor’s progress of deficiency clean-ups,  and provide regular updates back to BGIS Building SPM
  • As required to reach resolution to design or construction issues, initiate on-site meetings with all the affected design disciplines (arch/mech/elec/structural) and stakeholders

Furniture / Fixtures:

  • Coordinate with the Furniture Team to ensure that the furniture installations and the required supporting construction infrastructure are aligned and in place prior to install
  • Identify all design conflicts, interferences or obstructions with furniture, and work with Furniture Team, design consultants and IT team members to obtain solutions

General:

  • On an as-needed basis, and upon request from BGIS Building SPM, provide PM Support to PSPC and other BGIS Team disciplines for all design related activities
  • Provide leadership and direction, and oversee the activities of Interiors team members and monitor progress
  • Engage with the other Project Stakeholders to keep them informed or to obtain their input. (ie: SSC, BGIS-OPS, Security, I/T, Furniture Team, Cost / Scheduling, Move Team)
  • Has a general/working knowledge of the GoC’s  NPMS project phases, GC Workplace Standards, Fit-up Standards, National Building Codes & Fire Codes, and GoC Accessibility Standards.  
  • Oversee all interior design activities including needs analysis, programming, stacking, blocking, finishes selections, design options, cost estimates, sample boards, and problem solving to achieve workable solutions.
  • Raise impediments, risks and issues as early as possible in order to mitigate and work with project team to reach acceptable solutions.
  • Manage the communication flow between all parties, ensuring that applicable information is shared with all requiring the information
  • Throughout the duration of project, report on Master Schedule progress updates, and communicate project status to relative stakeholders
  • Ensure that PSPC and the Clients/Tenants are kept informed of all design and construction changes that affect or impact their spaces, present consultant’s proposed options and obtain approvals prior to proceeding
  • Monitor the overall performance and quality of services provided by the Consultants in meeting their deliverables, and troubleshoot as required

KNOWLEDGE & SKILLS:

  • General Knowledge/Awareness of GoC’s NPMS project process, GC Workplace Standards, Fit-up Standards, National Building & Fire Codes, and Accessibility Standards, safety codes
  • Strong analytical, problem solving and conflict management skills
  • Engaged, proactive, and takes initiative
  • Software Proficiencies:  AutoCAD, MS Outlook, Project, Excel, Word, PowerPoint
  • Strong working knowledge of project management, design, move management, construction, furniture systems and finishes
  • Recognized for having strong customer service skills with an ability to manage client expectations
  • Effective interpersonal, communication, presentation skills

EDUCATION & JOB-RELATED YEARS OF EXPERIENCE:

  • Diploma (3yr) or Bachelor’s Degree in Interior Design
  • Interior Design Working Experience (for Office environments) :  10+ years
  • Bilingual (English/French)
  • Experience working as an Interior Designer or Project Manager on large Major Crown construction projects
  • Extensive Interior Design experience designing Office Environments
  • Demonstrated experience in developing creative and functional interior design solutions
  • Working knowledge and experience in reviewing architectural construction drawings, and general knowledge and experience reviewing comms, electrical, mechanical drawings
  • (Minimum) ‘Reliability’ Security Clearance and able to receive Secret Level II
