The Standards Council of Canada (SCC) is seeking to hire technical experts in several fields related to Communications Equipment and Systems on a contractual basis.


Technical Experts play a key role in the assessment and accreditation of laboratories. They apply their extensive technical expertise to evaluate the competence of personnel, and the conformity of processes. They conduct file reviews, interviews with laboratory personnel and witness audits to support accreditation assessments.


Key Activities

• Work closely with SCC staff to determine the scope and criteria to be assessed
• Conduct interviews, as part of a team or independently, to assess the competence of personnel
• Review laboratory records to assess evidence of conformity with relevant criteria
• Observe the work of laboratory personnel to assess their conformity to procedures and application of relevant criteria
• Report findings to the Lead Assessor and provide recommendations based on evidence

Essential Qualifications

• Canadian Citizen/Permanent Resident/Work visa for the duration of the contract

Language Requirements

• Various: bilingual imperative, French imperative, English imperative

Skills

• Strong technical, analytical and review skills
• Excellent attention to detail
• Sound judgement and evaluation abilities
• Ability to read, interpret and reference relevant criteria from standards
• Excellent communication skills, both verbal and written
• Strong organizational and prioritization skills
• Strong interpersonal skills, both within an assessment team, and with customers
• Advanced computer skills, including Microsoft Office applications, and web-based communications

Abilities

• Work independently or with limited supervision
• Effectively represent SCC and follow SCC’s policies and procedures
• Meet tight deadlines and work under pressure
• Willingness to travel within Canada and the United States, occasionally on short notice
• Work in a variety of laboratory environments

Essential Technical Knowledge

• Familiarity with the standards: ISO 17025:2017 General Requirements for the Competence of Testing and Calibration Laboratories
• Familiarity with technical areas and associated regulations in one or more of the following fields:
◦ Radio, Television and Electronic Apparatus
◦ Wiring and Related Products
◦ Components and Assemblies
◦ Power and Signal Distribution Equipment
◦ Telecommunications Equipment including Cellular Telephone (GSM, CDMA, WCDMA, LTE etc.)
◦ Broadcasting (AM, FM, FSK, OSDM)
◦ Radar Technology
◦ Electromagnetic Compatibility (EMC), Bluetooth, WiFi, WiMAX, Fiber Optic, Biometric, Gaming Technology
• At least 5 years of experience in the field of Communications Equipment and/or Systems
• Electrical/Electronic/Communication Engineering Technology Diploma or equivalent
• Thorough knowledge of the principles, techniques, procedures, instrumentation and safety precautions in the field of Communications Equipment and Systems.
• Familiarity with the operation, calibration, troubleshooting, and routine maintenance of modern laboratory equipment and instrumentation, including automated equipment
• Familiarity with testing processes and requirements for both network and terminal equipment.
