General Accountability

Reporting to the Manager – Estimating, the Senior Estimator is responsible for preparing various types of electrical discipline cost estimates for all Engineering, Construction and Expansion (ECE) and Major Projects Group projects in support of the Capital Budget.

Key Job Functions

  • Prepare all Classes of Cost Estimates such as order-of-magnitude, conceptual, feasibility, pre-design, budget, value engineering, control, definitive, and tender check Engineer’s Estimates as well as major change order estimates for new construction; 
  • Repair and renovation of various rapid transit related buildings, facilities, structures and operating system elements requiring complex electrical services such as switchgear, transformers, UPS, switchboards, MCC’s, power distribution and protection, lighting, emergency power, ventilation, fire alarm and building control systems, traction power systems, signals, communications, SCADA, etc; 
  • Prepare cost breakdown documents for progress payments and quantity surveys from detailed analysis of contract drawings & specifications;
  • Prepare basis of estimate documentation; analyze and report on cost breakdowns and price schedules submitted by General Contractors subsequent to tender closing;
  • Prepare cost variance reports, tender comparisons, post bid analysis, cost reduction strategies and recommendations;
  • Prepare & maintain current construction cost data based on historical costs, market research and indices in the application of the computerized cost estimating system;
  • Assist in the preparation of Annual Facilities Replacement Costs and Asset Management Reports for all Commission owned buildings & structures; 
  • Provide construction cost information to the Project Teams for inclusion into detailed schedules & cash flows; 
  • Liaise with Project Managers, Senior Project Engineers, Superintendents, Design Section Heads, Senior Contract Administrators, Construction staff, other Commission Branches, external agencies, consultants, etc. to obtain facts and information pertinent to the performance of cost estimating work;
  • Review & comment on foreign cost estimates to ensure accuracy, comprehensiveness and consistency within the ECE Group estimating guidelines & procedures; 
  • Monitor, investigate, keep the Supervisor apprised of, and report on complex issues relating to project expenditures/approvals/authorities/budgets. Participate in meetings for reviewing project progress and current cost position as required. 
  • Act as a key point of contact, and work with project team management for advising on project budget and cost control processes and procedures, as well as budgeting and cost issues related to current projects.
  • Ensure all financial related project data and estimates are complete, consistent with guidelines and accurate.
  • Analyze construction contract detail, establishing estimated final contract costs on an ongoing and timely basis. Analyze various reports from other TTC departments to assist in identifying and quantifying impacts on project costs.
  • Review and/or prepare a variety of reports including regular and ad-hoc analyses, and other documentation, ensuring accuracy, completeness, consistency.
  • Prepare and maintain current construction cost data based on historical costs, market research and construction cost indices and application of computerized estimating system.

Education and Experience

  • Completion of a post-secondary college diploma or university degree in a related discipline (e.g. Electrical Engineering Technology field ) or a combination of education, training and experience deemed to be equivalent.
  • Considerable hands on experience in the preparation of all ranges of estimates described above, from conceptual to definitive.
  • Experience and exposure to project management procedures and philosophy, some design and construction knowledge of elaborate electrical systems for buildings and structures and familiarity with the Ontario Electrical Safety Code and Building Code would be great assets. 
  • Experience & exposure in mechanical systems cost estimating, financial & statistics analyses would also be assets.
  • Registration and professional certification with the Ontario Institute of Quantity Surveyors as PQS, O.A.C.E.T.T. ,and  A.A.C.E  would be an asset 

Additional Requirements

  • Advanced knowledge & understanding of computer based estimating software such as Accubid, Timberline, Excel spreadsheets, database management and other related computer applications. 
  • Proficient in software applications relevant to the work (i.e. Excel, Access, Word, SharePoint). 
  • Strong analytical & interpersonal skills combined with sound judgement & initiative. 
  • Self-motivated with excellent organizational, interpersonal, oral communication and report writing skills.
  • Strong time management; ability to prioritize and balance competing demands in a deadline focused environment.
