Purpose


Contributes to the overall success of the Global Finance, Regulatory Risk Governance group ( 1-B) ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s mandate and overall objectives. Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures and is responsible to monitor and improve internal controls for Global Finance operations across Canada, IB, GWM and GBM. 

As a Director of Global Finance Internal Controls Function – 1B, this person contributes to the overall success of Regulatory Compliance Management (RCM) Program, Operational Risk Management (ORM) Framework, and the Guidelines for Business Conduct for Global Finance, resulting in the establishment of a robust oversight function and administration through a methodology that establishes clear lines of responsibility and accountability.
The Director’s primary responsibility will be to lead the implementation of the RCM and ORM framework and other 1-B activties for Global Finance (GF) and to ensure that the framework is designed, implemented, and maintained in a manner that is tailored to the needs of each GF business activity.
The Director reports to the Vice President, Regulatory Risk Governance and regularly interacts with a diverse set of stakeholders to deliver change initiatives impacting the Global Finance Non-Financial Risks Compliance Program and provides ongoing oversight and maintenance of the Program through advice, research, analysis and recommendations 
The Director is also responsible for the monitoring and reporting of the effective implementation of the methodologies, frameworks, and policies developed by the Governance and Methodology team.

 

Key Accountabilities

 

  • Governs and leads the roll out and adoption of RCM and ORM frameworks for Global Finance, resulting in the establishment of a robust oversight function and administered through a methodology that establishes clear lines of responsibility and a mechanism for holding individuals accountable.
  • Provides effective challenge to GF business processes to ensure adherence to and effectiveness of business controls to meet obligations with respect to operational risk, regulatory compliance risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, and the Guidelines for Business Conduct.
  • Partners with the Compliance teams who oversee Control Functions to deliver initiatives impacting the Compliance Program, including developing, maintaining, and implementing improvements to policies, procedures and processes to ensure they meet Global Compliance standards.
  • Fosters and maintains collaborative relationships with other key internal stakeholders including Internal Control Units (1-B) within business lines in Canada and International locations and within other Corporate Functions, to support the achievement of initiatives and overall objectives
  • Provides effective challenge on the 1st Line Global Finance risk management activities while assessing the adequacy of adherence to and effectiveness of Global Finance’s day-to- day controls and the RCM controls to achieve compliance with the applicable regulatory requirements globally.
  • Works collaboratively with the GF 1-B methodology team in the review and update of the RCM framework, to address any need for improvement, new and changing regulatory compliance risk, new business activities
  • Reports to the VP and Senior Management Committees on the Global Finance Non-Financial Risks Compliance and the adequacy of key controls to manage those risks and current trends from monitoring activities and KPI’s and KRI’s.
  • Leads and executes on behalf of senior management the implementation of the RCM framework to assure that:
    • the RCM framework is designed, implemented and maintained in a manner that is tailored to the needs of each business activity;
    • compliance policies, procedures and practices are adequate and appropriate to control regulatory compliance risk and applied according to their terms by qualified individuals;
    • compliance policies, procedures and practices are regularly reviewed so that they remain applicable considering changing circumstances and regulatory compliance risks; 
  • As the designated Global Finance– 1B representative, responsible for all risk-related matters within Finance, including: 
    • operational risk & control self-assessment (RCSA), loss data reporting, new initiative risk assessments (NIRAs), key risk indicators (KRI), scenario analysis and completing regulatory compliance self-assessments and Business Environment assessments
    • Collaborates and develops strategic partnerships with Finance, Audit, Operational Risk and Compliance to implement and optimize the model with changes resulting from reviews, audit findings, regulatory, compliance and policy
    • Designs and maintains specific training to ensure ongoing compliance with changing regulatory requirements including dissemination of enterprise-wide policies to Global Finance teams
    • Ensures that complete, accurate and timely reporting is provided to Senior Management on the status of regulatory reporting operations /processes, particularly with respect to established KPIs/KRI’s.
  • Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, OBE risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework and the Guidelines for Business Conduct.

Experience / Education:

 

  • This position requires a results-oriented individual who has a high degree of understanding of banking business, bank regulatory expectations and knowledge and understanding of Scotiabank’s Financial Reporting risks and Principal Non-Financial Risks (e.g., Operational, Compliance, Data). 
  • At least 10 years of verifiable progressive Finance experience leading areas related to financial and regulatory reporting and internal controls.
  • Expert knowledge of risks (inherent and residual) impacting banking and finance, internal controls, and evaluation thereof
  • Expert knowledge of Finance business including systems, processes, reporting, accounting, and organizational design
  • Experience leading, developing and implementing change management projects
  • Strong knowledge in financial accounting requirements (including IFRS) and the ability to assess difficult and complex issues, exercise sound judgement expeditiously with respect to such issues
  • Excellent people skills are required to foster a positive work environment that values teamwork and provides a productive, enjoyable and satisfying experience for all staff, and the ability to deliver results under tight deadlines and multiple priorities
  • Excellent communication (verbal and written), presentation and facilitation skills.
