The Communication Coordinator Capital Construction within the Engineering and Construction Services division is an integral member of the team delivering complex, high profile municipal infrastructure construction projects in the City of Toronto. Working in a fast-paced and politically sensitive environment, you will provide communications and stakeholder relations support to managers and project engineers who are responsible for capital projects related to sewer, watermain, bridges, transit and road upgrades across the city.

Major Responsibilities:

 

Your primary responsibilities as Communications Coordinator Capital Construction ECS will focus on a full range of communications, customer service and stakeholder management and support, specifically:

 

 

Communications Planning and Advice

 

  • Devises and implements all aspects of detailed communication strategies and plans and recommends tactics/policies/procedures regarding program specific requirements.
  • Integrates information from other stakeholder communication plans to ensure that messaging is consistent with the City's messaging on the projects; resolves any conflicts between the various stakeholder communication plans.
  • Monitors and evaluates the impact of communications and makes recommendations for changes to the strategy, communication plans and/or individual products.
  • Supports the projects with communications, and on the integration of communication components into project outreach programs.
  • Leads and/or participates in multiple stakeholder communications committees.
  • Assesses the projects' needs and makes recommendations on the provision of appropriate communications support.
  • Provides communication services to the projects' management in emergency or crisis situations that require discretion and confidentiality.
  • Evaluates and makes recommendations on the effectiveness of alternative methods of delivering communications services.

 

 

Implementation of Communications Strategies

 

  • Researches, writes and coordinates the production and distribution of accessible print material (pre-construction and construction notices; brochures; newsletters; bulletins; flyers), presentations, websites and other communication and promotional products in a timely and cost effective manner.
  • Assists with the implementation of campaigns to communicate through members of the news media, monitors news coverage of the project portfolio and develops strategies and responses to maximize positive/beneficial project aspects and outcomes, and minimize the impact of poor coverage.
  • Reviews and translates technical information in order to be accessible to a wide range of recipients through electronic and/or print media.
  • Liaises with Strategic Communications and Purchasing and Materials Management Divisions as needed.
  • Collaborates with internal Divisions/Units and/or external consultants to ensure high-quality, timely and accurate communications and customer service.
  • Organizes, coordinates and plans project events, public meetings, consultation and the public launch of the projects, upholding the City of Toronto's standards for public consultation.
  • Develops plans for the projects' web content and manages its design and implementation in accordance with City of Toronto standards, ensuring the timeliness, accuracy, relevance and accessibility of the content for the multiple audiences of the projects.

 

 

 

Stakeholder Relations

 

  • Presenting project information to key stakeholders including residents, internal City Divisions, project partners, City Councillors etc.
  • Supports media relations activities of Strategic Communications colleagues by providing messaging and opportunity ideas.
  • Provides regular updates to the Program Manager of Customer Service and Issues Management on emerging trends and community needs; and develops proposals with rationale and expected outcomes.
  • Manages assigned stakeholder relations, including working with staff from Toronto Water, Transportation Services, Solid Waste Management, Major Capital Infrastructure Coordination, and Strategic Communications to develop communication plans and material associated with the Division’s projects, programs and activities.
  • Develops and maintains effective relationships with members of Council and their staff.
  • Ensures excellent customer service is provided to both external and internal clients.

 

 

Corporate and Divisional Support

 

  • Monitors and analyzes current trends and best practices to identify opportunities for continuous improvements and best practices in communications and stakeholder engagement processes.
  • Maintains a continuous and thorough knowledge of current corporate and other Divisions’ issues and initiatives related to the capital municipal infrastructure projects.
  • Drafts/develops reports and presentations on Divisional issues and projects; and on related matters.
  • Provides recommendations that contribute to divisional/City initiatives and the effective use of human assets and services that will lead to service efficiencies and optimization of resources.
  • Makes recommendations to senior divisional management to support management functions and improve efficiency and effectiveness of service delivery in regards to service optimization and business process simplifications relate to customer service, and communications

 

 

Qualifications:

 

  1. Post-secondary education in communications, marketing, public administration, planning, public relations, graphic design, journalism or approved equivalent combination of education and/or experience.
  2. Considerable experience in communications, social media, stakeholder engagement, and in issues management resolving customer complaints and concerns.
  3. Considerable experience in developing, implementing and coordinating diverse, high-level communications strategies and plans in an environment with high profile issues and multiple delivery agents.
  4. Experience in writing, implementing and evaluating large scale, complex communications plans with multiple stake holders       
  5. Ability to prepare comprehensive reports, briefing notes and professional presentation material.       
  6. Well-developed strategic planning and problem-solving and conflict management skills
  7. Understanding of media relations and social media
  8. Familiarity with AODA Communications Standards
  9. Knowledge of the theory and practice of public and stakeholder consultation and communications techniques and practices, approaches including web based and social media, within a municipal setting and /or applied to municipal infrastructure.        
  10. Superior oral and written communication and presentation skills, along with an  ability to develop a variety of concise, effective reports and other communications materials, including issues notes, briefing notes, fact sheets, backgrounders, web and social media posts and other communications products for diverse audiences.
  11. Proven political acumen, judgement and insight including the ability to negotiate and achieve consensus among parties having different objectives and build collaborative relationships with a broad spectrum of internal and external stakeholders.         
  12. Proven ability to deal effectively with the public, media, political representatives, diverse community stakeholders (public, elected officials, media) and staff at all levels of the organization.         
  13. Ability to produce concise and effective reports, briefing notes, and communication materials often under tight time constraints.
  14. Ability to work independently with minimal supervision and handle sensitive and confidential information with a high degree of discretion and professionalism.
  15. Ability to promote, foster and deliver teamwork and influence and mobilize internal and external staff and stakeholders to achieve desired results.         
  16. Excellent organizational skills and attention to detail, with the ability to prioritize and manage assignments and workload in a high energy, highly demanding and rapidly changing work environment under tight timelines and competing deadlines.  
  17. Good knowledge of Microsoft Office (Word, Excel, MS Project, PowerPoint), publishing and web design software (e.g. Publisher, word press), and graphic softwarev(e.g. Adobe Suite).
  18. Good knowledge of municipal governance operations, policies and issues, approval processes and political structure and familiarity with relevant government legislation including the Municipal Freedom of Information Act, Employment Standards Act, Human Rights Act, and the Occupational Health & Safety Act, and with the Municipal Class Environmental Assessment process.
  19. Ability to travel to various work locations in a timely manner.
