The Financial Systems Analyst is responsible for the technical support of the Financial Planning system, as well as the systems analysis and development of financial systems improvements. This role is in charge of administering the financial planning system, troubleshooting errors, developing solutions, maintaining security, and assisting in the creation of reports. This role will advise on technical decisions related the financial planning system and improvements projects as well as liaise between Financial Affairs – Budgeting Services and McMaster UTS.System Administration/Sustainment
 
1. Apply and enforce system change control policies and procedures.2. Coordinate various tasks required to carry out problem solutions including the identification and sequencing of database administrator functions, and setting security authorizations.3. Write complex programs using various computing and scripting languages. Debug computer program code. 4. Take ownership of technical issues by identifying underlying problems, analyzing potential solutions, and implementing system resolutions, including workarounds.5. Ensure data accuracy and integrity, through reconciliation with source systems, identifies issues and escalates to appropriate teams so they are resolved at the source.6. Maintain information technology process flow, methodology, and control documentation.7. Update and maintain knowledge of application components such as, new versions, patches, infrastructure requirements, internet, intranet, personal computer, and database structures to make technical upgrade/patch and technical improvement recommendations to enhance business productivity.8. Remain current with security policies and procedures and work with System Administrators to implement security changes 9. Use appropriate methods, tools, and applications to complete work tasks. Demonstrate a rational and organized approach to work and identify development opportunities. Plan, schedule, and monitor own work within short time horizons.10. Remain current with Business Intelligence and Data Warehousing principles.11. Develop complex queries using Business Intelligence tools. Provide recommendations to supervisor.Improvement Implementation/Projects
 
1. Work cooperatively with others to effectively determine information and understand business requirements of a complex nature.2. Review complex Business Process Diagrams and develop models. Complete the technical design, detailed specifications, programming system components, and system and integration testing for new applications. Estimate various capacity requirements such as database size.3. Develop technical or programming scripts and stored procedures to add new or modify existing system functionality or calculations.4. Work with project leads and managers to prioritize and schedule issues resolution.5. Develop and install new and modified financial planning system applications using project management and application life cycle best practices.6. Contribute to project management documents for tracking project steps and process flow. This includes writing technical requirements for small to medium projects, define, develop, and perform application testing procedures.7. Develop understanding of which business processes use which data and what the data means in the context of specific processes.8. Participate in meetings with customers to understand customer business requirements in order to design criteria for systems.9. Develop and modify functionality for existing applications and systems while maintaining the integrity of data and processes. Adapt techniques and interpret or modify technical functionality procedures to achieve objectives where any changes are within the agreed project scope and deliverables.10. Work with and understand complex data models and databases for the most effective and efficient organization of data based on processing requirements following data governance policies.11. Conduct user interviews to validate the rules.  Evaluate data quality and provide written feedback as required.12. Understand the different levels of testing and develop simple use cases and test scripts. Follow a test script and document defects. Perform load and stress testing to anticipate the impact of application usage on the production service environment. Participate in all phases of testing including, but not limited to, system, integration, acceptance, regression, and performance. Communicate testing results to others.13. Deliver presentations to team members as it relates to technical improvements.14. Manage defects identified during all phases of a project.15. Resolve problems in the test, production implementation, and post-implementation phases in coordination with other technical and business groups.Budgeting Technical and Customer Support
 
1. Provide first line of support to users regarding technical issues.2. Communicate technical issues, and resolution status to users, business leads and managers.3. Maintain a current and comprehensive issues and resolution log, effectively preventing avoidable recurrences.4. Analyze and synthesize information required to understand issues, identify options, and facilitate the prioritization of projects and requirements among competing business interests.5. Follow service practices that meet customers’ and University needs.6. Provide production service implementation training to clients.7. Provide advice to customers on alternative and recommended approaches to computing system solutions for meeting their business requirements.8. Provide expertise and working knowledge of application components such as internet, intranet, mainframe, personal computer, and database structures.9. Explain and exchange technical concepts and information to clients in a non-technical manner to ensure that the customer comprehends the issue.10. Work collaboratively with others to achieve departmental and institutional goals. Actively participate as a member of a team to move the team toward the completion of goals.11. Provides technical advice and support to Budget Unit Managers on Financial Planning and the Financial ERP systems.12. Recommends and supports the implementation of budgeting solutions when required for the budget envelopes, based on analysis of issues and implications for the business. 13. Extracts, interprets, and integrates financial and employee information from multiple sources finding financial insights to be included in the financial documents as well as identifying and communicating necessary corrections to data.14. Develops and presents materials for workshops and training sessions to a diverse group of individuals.  This requires the discussion and explanation of complex financial and procedural information. 15. Analyzes and challenges technical solution requests on the reasonableness of information provided in the submitted documents and proposes evidence-based changes to improve the system functionality that best meets business needs.16. Supports the Budget Envelopes in the development of the annual budget by ensuring the financial planning system is available and accurate.17. Supports the Budget Director in the development of the Operating & Ancillary supporting documentation.18. Proposes technology changes to effectively and efficiently create a budget submission that aligns to the strategy.19. Demonstrates an understanding of the applicability of all policies and procedures that may impact the maintenance of the financial planning system and its integration to other University applications.20. Leads and participates in committees and projects that have a direct impact on data governance, reliability, integrity and consistency.21. Assists in the preparation of various internal and external reports such as the Data Manual, Statistics Canada, G10 and COU reports.22. Supports year-end functions as required including appropriations and accruals.Qualifications Education Bachelor’s degree in Computer Science or related field. Experience Requires 3 years of relevant experience preferably in higher education or a not-for-profit sector Budgeting or finance experience preferable Experience in troubleshooting and reverse engineering desirableKnowledge/Skills Very strong analytical, quantitative, problem solving and interpersonal skills. Ability to work independently. Ability to self-learn new technologies and programming languages.
