Major Responsibilities:

Reporting to the Manager, Appraisal Advisory Services, the Property Officer 2 prepares valuations on all types of real property including fee simple, leasehold, leased fee, strata and easement interests for acquisition, disposition, cash-in-lieu, expropriation, litigation and other purposes. Conducts negotiations for licences/leases/sale of surplus property that result in the completion of various real estate transactions. 

 

  • Reviews and prepares appraisals on all types of real property including fee simple, leasehold, leased fee, strata, and easement interests to determine value.
  • Appraises and inspects property by conducting property analysis (e.g. checks and analyzes property surveys, zoning by-laws, title easements, official plans, transportation, servicing, municipal planning for land uses and impact on further development.)
  • Prepares appraisal instructions and scope of work for external valuation consultants and obtains fee quotations in accordance with purchasing procedures.
  • Prepares reports recommending price/rent and highest/best use of the properties.
  • Inspects and photographs buildings and calculates areas.
  • Assesses data on similar sales from computer database to assist in determining price/rates.
  • Prepares reports, correspondence, etc. for rent/sale of property.
  • Responds to enquiries from tenants, real estate agents, the public, other divisions and elected officials.
  • Negotiates price/conditions with buyers/sellers/agents/tenants. Assesses offers based on highest and best use of property and current real estate trends and makes recommendations.
  • Liaises with Legal Division to prepare contracts, leases, and expropriation proceedings.
  • Conducts economic and feasibility studies including using the Discount Cash Flow technique (DCF).
  • Represents Division at meetings with community groups, property owners, Councillors, and City staff.
  • Represents the City at tribunals, arbitration/insurance claim hearings, and the Ontario Municipal Board as an expert witness.

 

Key Qualifications:

 Your application must describe your qualifications as they relate to: 

  1. Post-secondary education in Planning, Real Estate, Business and/or Economics or the equivalent combination of education and experience.
  2. Considerable experience with acquisition and expropriation of properties and conducting real property appraisals.
  3. Considerable experience in negotiating the rental or sale of commercial, industrial, institutional and residential properties and vacant land.
  4. Considerable experience in research, data collection formal report writing as it relates to real estate including preparing real estate related agreements, documents, etc.
  5. Considerable experience using software such as: Microsoft Office Suite (i.e. Word, Excel, PowerPoint, Access) and property databases such as RealNet, GeoWarehouse, and Toronto Real Estate Board (TREB), etc.

 

You must also have:

  • Must be able to travel to various sites and/or work locations within the City of Toronto.
  • Must possess and be able to maintain a valid Ontario Class "G" Driver's License and access to a properly insured vehicle.
  • Knowledge of municipal real estate practices and principles of property valuation.
  • Knowledge of the Municipal Act, Planning Act, Expropriation Act and By-laws affecting private and municipal real estate.
  • Knowledge of the multiple unit residential, commercial and industrial real estate market and construction costs.
  • Highly developed customer service and interpersonal skills.
  • Strong communication skills, both orally and in writing, at a professional level with senior management, consultants, staff, elected officials and the public.
  • Strong analytical, problem-solving, and negotiating skills.
  • Ability to prioritize competing demands and manage several ongoing projects.
  • Ability to exercise independent judgement and discretion in dealing with confidential matters.
  • Ability to qualify as an expert witness.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces

 

Asset:

  • Appraisal/assessment professional designation from the Appraisal Institute of Canada (AIC) or other professional valuation organization an asset.
