The EED manages initiatives and programs that seek to reduce the environmental footprint of the entire Toronto community, as well as our own corporate operations, guided by the TransformTO Climate Action Strategy.

Reporting to the Manager, Public Energy Initiatives – Existing Buildings, Environment and Energy Division (EED), the Senior Energy Consultant(s) will support efforts to advance implementation of the Net Zero Existing Buildings Strategy (ExB Strategy) and Toronto's efforts to reach Net Zero by 2040. In that capacity, they will be assigned to key initiatives with a focus on the decarbonisation of existing buildings, including residential and commercial. The Senior Energy Consultant(s) will support one of the following programs:

 

Better Buildings Partnership

A City of Toronto initiative that works with building owners and managers to undertake deep retrofits with a focus on emission reductions and decarbonisation of existing buildings. In this capacity, you will support various initiatives associated with our Better Buildings Partnership (BBP).


Home Energy Loan Program | BetterHomesTO

This role will entail work on various initiatives focused on decarbonisation of single family housing and low-rise residential housing. This role will also involve providing guidance and technical support to participants of the Home Energy Loan Program (HELP) and BetterHomesTO initiative in reducing emissions at the project level.

 


In addition, you will:

  • Design, develop and implement decarbonisation plans and programs to advance implementation of the Net Zero Existing Buildings Strategy, provide technical support regarding low-carbon building technologies and conducts follow up work as required.
  • Provide assistance with the design, development and implementation of policies and programs working as a key contributor on a multi-disciplinary team.
  • Support continuous process improvements of existing programs and recommend policies/procedures regarding program specific requirements.
  • Leads unit's efforts in identifying and accessing 3rd-party funding for energy efficiency and building decarbonisation efforts.
  • Create work plans, supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and innovation. Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Coordinates the implementation of research, public promotion and outreach, policy and program development activities of the unit.
  • Researches, evaluates and reports on low carbon building technologies and provides technical advice and recommendations to the public, City Divisions, Agencies, and Corporations.
  • Leads and conducts site visits to identify emission reduction opportunities, develops proposals and advises staff, buildings owners and property managers regarding alternatives for low carbon building technologies and Greenhouse Gas (GHG) emissions reduction.
  • Prepares terms of reference for Requests for Proposals and oversees consultant's technical studies pertaining to low carbon building technologies and various other related City initiatives.
  • Responds to enquiries from staff, elected officials and the public.
  • Liaises with utility companies, other levels of government, other Divisions, the private sector and the general public to further the goals and objectives of the unit.
  • Prepares draft reports to Committees and Council.

 


Key Qualifications:

  1. Post-secondary education in Engineering, Environmental Studies, Applied Sciences, Engineering Technology, or a related discipline or the equivalent combination of education and/or experience.
  2. Extensive experience in the building sector, with experience in building retrofitting and decarbonisation, and/or sustainable energy field and knowledge of its related stakeholders.
  3. Considerable experience in leading motivating, directing and managing a diverse workforce in a fast-paced, customer service-oriented environment.
  4. Experience in project management including the coordination of multiple team members and stakeholders.
  5. Knowledge of low carbon building practices and building energy retrofitting in the existing building sector (e.g. single family residential, commercial, institutional, etc.). Familiarity with low energy retrofit and/or performance management standards (e.g. EnerPHit, EnerGuide for Homes, etc.) is considered an asset.
  6. Excellent judgement with an ability to work on confidential and sensitive matters, and manage difficult situations with minimum supervision.
  7. Knowledge of research methodology, policy and research tools to conduct research and analyze issues.
  8. Excellent interpersonal skills and the ability to build and maintain partnerships and collaborate with stakeholders.
  9. Strong written and oral communication skills with the ability to develop and deliver presentations to a variety of audiences, including Senior Management.
  10. Familiarity with Ontario Statutes, including Occupational Health and Safety Act, and other relevant legislation.
