General Accountability

 

Reporting to the Manager, Rail Vehicles, this position is responsible for providing complex industrial engineering expertise and managing the activities associated with the analysis, design and development of facility layout, work methods, procedures, performance standards/targets and life-cycle asset management in order to provide a safe and productive work environment and the optimum utilization of labour and materials associated with the repair and overhaul of the TTC’s rail vehicle fleet. 

Key Job Functions

 

  • Perform a variety of technical and administrative duties related to the development of shop processes and procedures for the overhaul, inspection and repair activities performed on the TTC’s rail vehicle fleet and vehicle components and the development of the associated facilities and shop equipment.
  • Perform industrial engineering services/studies such as feasibility analysis, performance measurement, work flow efficiency, quality control, value analysis, etc.
  • Project Management, this involves: reviewing and providing comments on submissions pertaining to the installation of shop equipment or shop renovation including comments from a production/process perspective.
  • Procuring and managing the installation of shop equipment; co-ordinating work with external contractors/suppliers and other TTC personnel in order to ensure quality and compatibility.
  • Co-ordinating the efforts and scheduling the work of Commission staff, contractors, suppliers and consultants & setting priorities.
  • Supervising the installation, inspection, testing and commissioning of shop equipment and systems.
  • Develop Asset Management Plans, including documenting and reviewing assets to determine levels of service and defining asset life-cycles.
  • Administering, planning and co-ordinating the activities of the Foreperson assigned to tools and facilities.

Education and Experience

 

  • Completion of a university degree in industrial engineering or the equivalent, combined with several years of experience in an environment where plant machinery layout, workflow, time & motion studies and performance standards would be developed for an electrical, mechanical and electro-mechanical component repair or overhaul facility.
  • Registration as a Professional Engineer in the Province of Ontario (PEO) is mandatory.   

Additional Requirements

 

  • Requires comprehensive knowledge of industrial engineering principles, methods and practices.
  • Must be knowledgeable of project management concepts/practices.
  • Comprehensive knowledge of legislation for pertinent labour, safety, health and environmental issues.
  • Must possess sound judgement; demonstrated analytical, problem solving and costing skills; strong work systems design skills combined with organizational and strategic planning ability; effective interpersonal, verbal communication and technical report writing skills.
  • Requires strong computer skills for programs used to gather, analyze and report data.
  • Must have the ability to direct and coordinate the activities of others in order to accomplish objectives. 
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
  • Must attend and successfully complete the Training Department’s program for Subway/SRT Rule Book certification (including recertification as appropriate).
  • Must have or must rapidly acquire sound knowledge of the policies and procedures applicable to the Toronto Transit Commission and the Streetcar Maintenance Department.

 

This position is designated Specified Management under the TTC's Fitness for Duty Policy.  If you do not hold a designated position, you will be required to pass a drug test as part of the certification process.
