Job Summary

This is an exciting opportunity to lead Transportation Services' new internal product team. The City is seeking a Product Manager to lead a small, agile product team responsible for the continued development of MOVE. MOVE is an internal, web-based application that aims to reimagine the way Transportation Services manages data about road usage and safety across the City.

 

MOVE has been released to thousands of City staff, who use it in their day-to-day work to make Toronto's streets safer. The Product Manager will own the development and sustainment of a modern digital product that aspires to fundamentally change how transportation safety and mobility decisions are made across the City of Toronto.

 

The Role

As Product Manager, you will build a culture that places an emphasis on iterating quickly, testing with users early and often, and delivering up front. You will lead a team that works with open source technologies and in the open, with a mission of learning from and sharing knowledge with staff across the City and in the civic tech community. You will use a combination of modern digital technology and design thinking to deliver tangible impact to those living in the largest city in Canada.

 

You will report to the Manager of Transportation Data & Analytics, and will join the Data & Analytics Unit, which was established to be a hub for data analytics, data science, data collection and data management as part of the Policy & Innovation Section in Transportation Services.

 

 

Major Responsibilities:

Setting the Strategic Direction for MOVE

  • Sets the overall product goals and vision for MOVE, managing input and feedback from the rest of the product team as well as external stakeholders across the Division.
  • Works with the Manager to assess and manage resources to meet product objectives, including pursuing additional capacity through external procurement vehicles as needed.
  • Develops and/or contribute to strategic work plans and long range objectives for the Unit.
  • Supports the planning and evaluation of high-priority transportation programs such as Vision Zero, the Congestion Management Plan, the Surface Transit Network Improvement Study, the Cycling Network Plan and other high priority initiatives.
  • Represents the Policy & Innovation section at internal and external meetings for large-scale, complex initiatives related to product development, process improvement, and related traffic and safety initiatives.

 

Managing the Day-to-Day Operations of the MOVE Program

  • Builds and owns the product roadmap for MOVE, including ensuring alignment with product objectives, alignment with team members and executing on weekly sprint plans.
  • Fosters an environment of continuous improvement through critical reflection and innovation, and helps disseminate and embed learnings within the rest of the Division.
  • Works together with the Manager of Transportation Data & Analytics to execute on works plans for the unit, maintaining a focus on excellent customer service, strategic priorities and highest-impact projects.
  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondences) for the Division and City Council.
  • Organizes and delivers presentations to Committees of Council and/or senior management, and at conferences, seminars, and events, as required.

 

Supervising, Coaching and Mentoring Staff

  • Supervises, motivates and trains assigned staff in developing effective user-centric digital products, and encourages effective teamwork, high quality of work, continuous learning and an inclusive culture of innovation in others.
  • Leads hiring processes including onboarding and offboarding staff as required.
  • Supervises the day to day work of all assigned staff using agile principles including managing sprint prioritization and maintaining accountability to user stories. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

 

Key Qualifications:

  1. Post-secondary education in a related discipline (e.g. engineering, planning, computer science, business administration, Human Centred Design, social sciences) or an equivalent combination of education and experience.
  2. Extensive experience working as a Product Manager (e.g. working in digital product management, leading agile product teams).
  3. Extensive experience in stakeholder management with a high ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
  4. Considerable experience in managing staff, leading change, and handling day-to-day personnel and labour relations issues.
  5. Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, with technical staff, elected officials, and the public.
  6. Ability to build and maintain strong working relationships and work collaboratively with colleagues, clients, and key stakeholders of diverse backgrounds and cultures.
  7. Ability and knowledge of working with interpreting traffic volume and collision data would be an asset.

 

Your application should also highlight some of the following:

  • Knowledge of the fields of road safety, traffic operations, transportation planning, or intelligent transportation systems.
  • Ability to build and maintain strong working relationships and work collaboratively with colleagues, clients, and key stakeholders of diverse background and cultures.
  • Knowledge of agile development processes and tools
  • Knowledge of software engineering and web application fundamentals.
  • Knowledge of relational databases (e.g. PostgreSQL, MySQL, etc.)
  • Knowledge of or exposure to DevOps tools and concepts (e.g. Cl/CD, infrastructure-as-code, AWS / other cloud platforms, etc.)
  • Knowledge of research methodologies and techniques including formulation, data collection, analysis and the ability to synthesize complex information.
  • Knowledge of a variety of design tools and applications (e.g. Adobe Suite, figma, whimsical, miro, mural etc.).
  • Knowledge of translate design research insights into product strategy
  • Knowledge of facilitation and leading workshops, discovery and research sessions with a variety of participants and stakeholders.
