Job Summary

This is an exciting opportunity to be a part of Transportation Services' new internal digital product team. The City is seeking three Data Specialists to work together with the Product Manager to form a small, agile product team responsible for the continued development of MOVE. MOVE is an internal, web-based application that aims to reimagine the way Transportation Services manages data about road usage and safety across the City. MOVE has been released to hundreds of City staff, who use it in their day-to-day work to make Toronto's streets safer.

 

The Roles

The Data Specialists will serve three distinct roles (please identify in your application which role you are interested in applying to):

  • Web Development Specialist,
  • Data Operations Specialist and
  • User Experience Specialist.

 

These team members will work together with the Product Manager to own the development and sustainment of a modern digital product that aspires to fundamentally change how transportation safety and mobility decisions are made across the City of Toronto. The team works with open source technologies and in the open, with a mission of learning from and sharing knowledge with staff across the City and in the civic tech community. You will use a combination of modern digital technology and design thinking to deliver tangible impact to those living in the largest city in Canada.

 

The MOVE team will be part of the Transportation Services Data & Analytics Unit which was established to be a hub for data analytics, data science, data collection and data management as part of the Policy & Innovation Section in Transportation Services. The Unit is comprised of four teams: Data Operations (Emerging Mobility), Data Science (Safety & Mobility), Data Collection and the MOVE product team.

 

Major Responsibilities:

Web Application Development Specialist Responsibilities:

You'll fully own the development of MOVE's web application. This includes:

  • Working with the MOVE team to align web application development with product goals and vision, and to offer technical feedback on designs;
  • Working with the Data Operations Specialist to tailor the database schema to application needs;
  • Working with the User Experience Specialist to translate designs based on user needs into functioning interfaces and experiences;
  • Collaborating with technical City stakeholders to establish and manage infrastructure, conduct security reviews and coordinate releases
  • Learning about the types of collision and traffic volume data used at the City, and helping to make decisions on how best to harness that data to build compelling features;
  • Planning development of new features from early prototype to production;
  • Incorporating feedback from users working closely with the User Experience Specialist to improve existing features;
  • Planning migrations and upgrades as needed.

 

Data Operations Specialist Responsibilities:

You'll fully own the development of MOVE's data platform. This includes:

  • Working with the MOVE team to align data platform development with product goals and vision, and to offer technical feedback on designs;
  • Working with the Web Application Developer to tailor the database schema to application needs;
  • Learning about the types of collision and traffic volume data used at the City, and helping make decisions on how best to represent and manage that data;
  • Deciding what, how, and when to automate data management tasks;
  • Coordinating with Technology Services to evolve our AWS and on-premises data infrastructure as needed;
  • Planning migrations and upgrades as needed;
  • Working with Data & Analytics to turn experimental models, analyses, and processes into data products;
  • Working with Open Data to build data products that meet broader organizational and public needs.

 

User Experience Specialist Responsibilities:

You'll fully own the research, design and user testing of the MOVE data platform. This includes:

  • Leading complex research employing diverse research methodologies such as interviews, surveys, usability testing and appropriate design methods
  • Uncovering novel insights about MOVE's users – City staff working with transportation data
  • Conducting generative research into advanced user needs to guide and shape the definition of features and the overall product direction
  • Conducting product testing, analyzing user data and synthesizing research findings to create actionable insights about the product.
  • Generating design materials, including: low and high fidelity design prototypes, user requirements, storyboards, user journey maps, flowcharts, and wireframes
  • Working closely with the Product Manager to ensure that design research insights are translated to product strategy
  • Working closely with the Web Application Specialist to create realistic and technically feasible design prototypes
  • Provides subject matter expertise in Human Centred Design approaches, research and design methods.
  • Applying knowledge about inclusive and accessible design and the ability to design experiences that work for everyone from the start
  • Maintaining, curating and sharing the team's design artefacts to clearly communicate research findings & proposed solutions (i.e. personas, journey maps, reports etc.).

 

Common Data Specialist Responsibilities:

Represents the MOVE Product Across the Organization

  • Represents the MOVE design practice across Transportation Services and the broader Toronto Public Service
  • Liaises with staff across City divisions to form communities of practice around advancing the state of in-house digital product development
  • Champions web development, data infrastructure and user experience design best practices across the organization.
  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondences) for the Division and City Council.
  • Organizes and delivers presentations to Committees of Council and/or senior management, and at conferences, seminars, and events, as required.
  • Attends meetings with staff; networks with other Departments/Divisions, different levels of government, consultants, contractors and vendors to assess options and determine best solutions.
  • Liaises with and responds to inquiries from the public, City staff, consultants, contractors, external government agencies, elected officials, Toronto Police Service, etc.

 

Contributes to the Day-to-Day Operation of the MOVE Program

  • Maintains expert knowledge in respective areas of specialization including staying up to date on latest approaches, tools, strategies.
  • Fosters an environment of continuous improvement through critical reflection and innovation, and helps disseminate and embed learnings within the rest of the Division.
  • Works with ease in an agile environment.
  • Works together as a close-knit team on parallel tracks of testing and iterating on the application and defining, designing, and prototyping new features and functionality. 
  • Communicates consistently with product users
  • Assists in the procurement of services and goods, including the preparation of Request for Proposals/Quotations and the evaluation of bids and proposals. 

 

Key Qualifications:

  1. Post-secondary education in a related discipline (e.g. engineering, planning, computer science, business administration, Human Centred Design, social sciences) or an equivalent combination of education and experience.
  2. Extensive experience working as a key member of a digital product team or a data & analytics team.
  3. Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, with technical staff, elected officials, and the public.
  4. Considerable experience in designing, building and maintaining production web applications OR building production data infrastructure and developing Extract, Transform and Load processes OR conducting User Experience Research and Design
  5. Ability to build and maintain strong working relationships and work collaboratively with colleagues, clients, and key stakeholders of diverse backgrounds and cultures.
  6. Ability and knowledge of working with and interpreting traffic volume and collision data would be an asset.

 

 

Your application should also highlight some of the following:

Web Application Development Knowledge

  • Knowledge of software engineering fundamentals.
  • Knowledge of UI component frameworks and systems (e.g. Vue, React, Material Design, etc.)
  • Knowledge of web application back ends and web services (e.g REST, NodeJS, hapi)
  • Knowledge of modern web mapping technologies (Mapbox, leaflet, turf.js etc.)
  • Knowledge of common security and accessibility issues with web applications.

 

Data Operations Knowledge

  • Knowledge of relational databases (e.g. PostgreSQL, MySQL, etc.)
  • Knowledge of Big Data technologies such as Apache Spark, Hadoop or Hive.
  • Knowledge of ETL script writing (e.g. in bash, Python, SQL, etc.)
  • Knowledge of automating and managing data pipelines/ workflows (e.g. using Airflow, Luigi, etc.)
  • Knowledge of data migrations and the ability to safely and confidently update data models as product needs evolve.
  • Knowledge of or exposure to DevOps tools and concepts (e.g. Cl/CD, infrastructure as code)
  • Knowledge of cloud platforms (e.g. AWS)

 

User Experience Research and Design Knowledge

  • Knowledge of research methodologies and techniques including formulation, data collection, analysis and the ability to synthesize complex information.
  • Knowledge of a variety of design tools and applications (e.g. Adobe Suite, figma, whimsical, miro, mural etc.).
  • Knowledge of generating design materials, including: user requirements, storyboards, flowcharts, high fidelity design prototypes, and wireframes
  • Knowledge about inclusive and accessible design
