Reporting to the Manager of Customer Services & Technical Support, the Engineering Technologist Technician 1 will be part of a team responsible in providing technical services to customers in target sectors. One primary role is that of conducting technical reviews of Locate Requests submitted by the construction sector in the City of Toronto. In a Clearing Centre type set up, the ETT1 will assess the implications of proposed excavations on existing municipal infrastructure, and provide direction to stakeholders.

 

The ETT1 will also manage technical aspects of City programs geared towards the protection of potable water systems, optimization of water usage and reduction of sewer discharge.

 

Major Responsibilities:

  • Administers, prepares, co-ordinates requirements and reviews designs, reports, specifications and any documentation related to underground construction projects such as technical drawings, technical reports, civil works specifications, and documentation related to City programs.
  • Prepares tenders and administers contracts for the installation, construction and Utility Locates, and ensures services are provided in accordance with City standards, specifications and procedures.
  • Conducts, investigates, and studies for a variety of construction proposals, City programs, and projects pertaining to the protection of City's underground infrastructure such as researching relevant reference material (i.e. GIS based mapping, blue prints, CADD based imaging, and industry best practices).
  • Performs engineering reviews (design and construction) for existing and new sewers, watermains, bridges, roadways and other public works projects within public highways, parks, easements and private property (i.e. refers to engineering and architectural drawings, building code clauses, municipal by-laws, industry's handbooks and manuals; on water supply systems).
  • Leads projects, directs staff and liaises with internal and external stakeholders, other Divisions, utility companies, developers, public, contractors, consultants, engineers, etc. pertaining to water systems, programs, and wastewater infrastructure.
  • Prepares drafts of documents, contracts, specifications and agreements for the Engineers or Supervisor and provides clear instructions, both written and oral, to contractors working on City projects and/or contracts.
  • Programs, operates and maintains a variety of mechanical, digital, analogue, wireless, computerized and other equipment and systems in performing surveys, drafting, calculations, diagnostics, repairs, studies, etc.
  • Conducts field inspections and ensures City infrastructure is protected. Assists the Engineers or carries out technical work for the planning, design, tendering, construction and inspection of municipal infrastructure to (i.e. conducts site visits to ensure municipal by-laws are followed, and/or resolves issues around unexpected field conditions, monitors contractor's work etc.).  
  • Checks and provides progress/inspection reports on the work of contractors and construction sector to ensure the protection of City infrastructure, and adherence to approved designs, procedures, regulations, statutes, specifications etc.
  • Develops, maintains and monitors Toronto Water programs related to the protection of potable water systems, optimization of water usage, and quantification of water discharged to sewer.
  • Investigates and responds to matters from the public, surveyors, consultants, contractors related to construction activity on by-law interpretation, Locates, location of property lines, encroachments, digital CADD and processes, and water use efficiency programs.
  • Prepares training course materials and conducts training courses and demonstrations for users of GIS and infrastructure mapping systems. Trains and directs the work of staff.
  • Performs and/or reviews research and calculations, analyzes technical data and prepares correspondence, technical reports and reports findings to team and stakeholders.
  • Liaises with Utility companies, developers and contractors to meet established regulatory deadlines and adhere to production targets set with contractors.
  • Assists with the preparation of budget and tracking of expenditures.
  • Assists Engineers and carries out technical assistance and support as assigned.

 

Key Qualifications:

  1. Post-secondary education completed in Engineering & Technology Program, or approved equivalent combination of education and experience.
  2. Experience performing manual and computerized mathematical calculations used in technical and engineering analyses.
  3. Experience with analysis & interpretation of engineering design and drawings, specification, reports etc.
  4. Must possess and be able to maintain a valid Province of Ontario, Class “G” Driver’s License, have access to a personal vehicle and must qualify for a City's Driver's permit.

 

You must also have:

  • Ability to use data base & Microsoft Office applications (i.e. Word, Excel, PowerPoint, Access etc.).
  • Highly developed interpersonal skills with the ability to interact and communicate effectively with all levels of the organization as well as with external clients.
  • Advanced understanding in the principles and application of Engineering theories, methods and practices.
  • Ability to interpret technical engineering drawings and documents (e.g. plans and profiles, specifications etc.)
  • Ability in resolving customer concerns through both effective writing and concise oral communication.
  • Ability to effectively manage multiple priorities and meet established deadlines.
  • Ability to produce high quality error free work with a strong attention to detail.
  • Ability to plan, prioritize work, and provide instruction and direction/training to other staff.
  • Knowledge of procurement and other purchasing procedures, such as, tendering and administration of construction contracts, request for proposals etc.
  • Knowledge of the Occupational Health and Safety Act and its regulations that apply to this work.
  • Must be able to travel to various work locations as assigned.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.

 

 

Membership or eligibility for membership in the Ontario Association of Engineering, Technicians and Technologists (OACETT) is an asset.

Experience in the design and construction of storm sewers, sanitary sewers, watermains and stormwater management facilities would be an asset.

Experience with mechanical and plumbing design would be an asset.

Experience in the use of GIS mapping applications would be an asset.

Knowledge of the Ontario Building Code would be an asset.
