Job Description:

This position provides consulting services between Technology Services Delivery teams and helps to define and implement new standards and procedures.  Please note, there are two vacancies available and you will support one of the following focus areas.  Please indicate in your application which one you are interested in:

 

Hybrid Work - Modernizing the City of Toronto

 

You will facilitate Service policy development and governance for upcoming new services such as the Space Booking system and provide leadership on critical operating initiatives.  You will support the delivery and implementation of the overall roadmap of  Technology Services for the ModernTO Program by identifying potential technology products; conducting market research; generating service requirements; determining specifications, production timetables, and time-integrated plans for service introduction.

 

Additionally, you will ensure adoption of new standards, processes and business models and support all aspects of communication for the ModernTO project, a Technology Services pillar, and engagement with four agencies (Toronto Transit Commission, Toronto Community Housing Corporation, Toronto Parking Authority and CreateTO) in scope of ModernTO - Workplace Modernization.

Information Technology Service Management (ITSM):

 

You will be involved in the hands-on design and development of a range of ServiceNow based initiatives including deployment.  As a subject matter expert, you will leverage industry best practices, policies, process and standards related to Service Management product capabilities and complementary technologies including; Incident, Problem, Change, Service Request, Configuration, Knowledge and Service Level Management and more.  Additionally, you will lead all technical aspects of the project delivery and solution delivery while communicating technical problems and solutions to both technical and non-technical audiences and have the ability to elicit acceptance and approvals of selected final solutions.

 

 

Major Responsibilities:

Your primary responsibilities as a Management Consultant will be varied.  Specifically, you will:

  • Implements detailed plans and recommend policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides client-driven, value-added management consulting services to a portfolio of diverse, identified strategic consulting projects.
  • Conducts research, collects data, reviews and analyzes policies and processes, formulates and coordinates solutions, and provides advice to the Deputy City Managers, Division Heads and senior managers regarding programs, services, governance systems and organizational design at both a strategic and operational level.
  • Shapes and defines projects in consultation with clients and key stakeholders, determines focus, scope, objectives, methodology and activities.
  • Brings analysis, conclusions and recommendations forward to the client/stakeholders, chairs meetings and promotes systematic discussion.
  • Supports management in assessing and devising solutions from a strategic, pragmatic and objective perspective, and builds detailed plans to implement solutions and manage change.
  • Works in support of project steering committees, leads and facilitates interdivisional teams, communities of practice and working groups in order to develop corporate policies, procedures and guidelines, to build buy-in for strategic projects, to assess the implications and viability of options, to promote organizational learning and sharing, and to foster and maintain cooperative working relationships within the organization.
  • Assumes a temporary, short-term leadership role in an organization unit during the transition phase of an organizational change project.
  • Assesses and analyzes corporate issues, builds recommendations and prepares confidential reports with respect to program and service delivery changes; large-scale transformation projects; management policies, systems, processes and practices; management restructuring; and organization change.
  • Researches, reviews and reports on existing and new techniques, processes, policies, tools and methodologies in the public sector, and advises senior management on emerging ideas and concepts and their applicability to the City.

 

Key Qualifications:

Your application for the role of Management Consultant should describe your qualifications as they relate to:

  1. Post-secondary education in Public or Business Administration or Business Technology or Management Information Systems or an equivalent combination of education and experience. 
  2. Extensive experience in management consulting, strategic planning or business analysis in the information and communication technology sector, digital industry, public sector, or non-profit organizations where the analysis or protection of personal information is related to the core business.
  3. Extensive experience in providing senior level strategic advice, and adapting communications to a variety of audiences or consulting experience as a key technical resource leading the development and delivery of ITSM solutions in large complex environments or Hybrid Workplace.
  4. Extensive experience in policy/program development, management and evaluation or experience of ITIL methodologies, and knowledge of other frameworks such as, Agile, DevOps or COBIT is an asset.
  5. Experience and knowledge in the application of multiple management disciplines and techniques such as financial management, planning, benefits identification/quantification, information management, performance measurement, risk management, communication and governance or ITSM systems integration and/or implementation experience.
  6. Project Management Professional (PMP) certification or Certified ITIL practitioner, and/or Six Sigma is an asset.
  7. Accreditations / certifications in ServiceNow System Administrator and products such as Discovery, Service Mapping, and ITAM are preferred
  8. Ability to convey complex technical concepts in understandable business terms and consult with change management consultants/business analyst/project managers to develop appropriate technical solutions.
  9. Understanding of the relationship between the different levels of government (Federal, Provincial and Municipal) and their privacy legislation, policies and regulatory bodies.
  10. Understanding of the theories, principles, practices, and techniques of data governance/privacy and digital solutions through a combination of training and experience in implementing them in organizations.
  11. Knowledge of research methods, techniques and resources with advanced attention to detail and analytical skills to research and review materials and provide relevant input and reports.
  12. Ability to present material at a strategic level while also understanding the details and dependencies in order to present an issue from a holistic perspective.
  13. Excellent communication, interpersonal, cooperative and team-building skills, as well as planning, organizational and time management skills with ability to deal effectively with City staff, City Councillors, senior management, colleagues, team members, external stakeholders and the public.
  14. Ability to establish and maintain effective consulting, working relationships and a high level of trust with senior leaders, corporate clients and vendors, using a strong customer service orientation.
  15. Ability to work effectively while managing multiple priorities in a demanding dynamic environment.
