In this role you will provide project leadership to projects as well as project and technical delivery to Project Managers and project teams, supporting Technology Services initiatives. The focus of this role for the first few months will be heavy on the Financial and Contract Management knowledge area of Project Management

 

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Facilitates the build and on-going maintenance of the budget and contracts within the Operations Support Services (OSS) portfolio of services
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, hears grievances and recommends disciplinary action when necessary.
  • Drafts project documentation such as risk/issue management plans/logs, business requirements, project charters, procurement documents, cost tracking, project schedules, communication management plans, reports and presentations.
  • Provides direction and guidance to project teams. Coordinates, in working with divisional and client staff, project activities, communication, administration, planning, writing, and monitoring.
  • Prepares business cases, briefing notes, staff reports, feasibility (including economic, organizational, operational, technical impact) studies, project charters/plans, business/functional/technical requirements, procurement materials, design documents, training strategies/plans and user documentation.
  • Prepares reports for the Unit Manager, Project Managers and Section Director making recommendations on project decisions, budgets, staffing levels and resource allocation.
  • Prepares and monitors project budgets, taking action on issue and risk management pertaining to project expenditures.
  • Develops and maintains project schedules using project management systems (such as Microsoft Project, Microsoft Enterprise Project Management, etc.).
  • Documents meeting minutes and distributes project communications.
  • Implements and maintains project management processes such as issue management, project change management and risk management.
  • Facilitates collection of business requirements and builds consensus amongst clients on accomplishment of deliverables.
  • Liaises and co-ordinates with internal and external groups on accomplishment of deliverables.  Works closely with the Finance and Contract Management group of TSD and other stakeholders of OSS.
  • Assists with the evaluation, selection and recommendation of technical solutions and professional services and manages vendors and contractors in the overall solution delivery process.
  • Prepares various formal contractual documents such as Request for Information/ Proposal/Quotation (RFI/P/Q), Statement Of Work (SOW), Memoranda Of Understanding (MOU) and Service Level Agreements (SLA).
  • Recruits project delivery staff and/or coordinates recruitment activities for projects.

 

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Extensive experience on various financial and procurement practices both for lines of business and project.
  2. Extensive experience in procurement processes, including the preparation of Requests for Proposal and Vendor Agreements / Statements of Work.
  3. Considerable experience in coordination of technology projects in all stages of project life cycle as per the project charter, scope management plan, risk management plan, issue management process, financial management plan, and scheduling plan.
  4. Considerable experience preparing or drafting project management plans and documents (e.g. statement of work, project charter, Work Breakdown Structure (WBS), risk management plan, scope document, resource plan, project schedule, Options analysis, financial documents and Request for Information/Request for Quotation/Request for Proposal (RFI/RFQ/RFP).
  5. Considerable experience in business and technology analysis to conduct feasibility analysis and produce associated reports and recommendations.
  6. Considerable experience in developing, managing and controlling a project budget.
  7. Experience working in a shared project management environment using collaborative project management tools and such as Microsoft Enterprise Project Management (EPM) is an asset.
  8. Experience applying all required steps to develop and control a project schedule, including resource and duration estimation and identification of the critical path in a large, diverse computing environment.
  9. Experience with various project management tools (e.g. Microsoft Project) and methodologies for planning and implementing work packages.
  10. Demonstrated experience in supervising and coaching internal business and technical team members on a project basis.
  11. Demonstrated ability to establish and maintain an effective consulting relationship with corporate clients and vendors with a strong customer service orientation.
  12. Experience supervising staff, assigning work, monitoring performance and motivating teams in a matrix based work environment, an asset.
  13. Knowledge of SAP Financials and Ariba, an asset
  14. Project management professional designation such as CAPM (Certified Associate in Project Management) or Project Management Professional (PMP), an asset.

A Qualified List of candidates will be established for the Project Coordinator, Technology Services position in Information & Technology Division, Technology Services Delivery, and will be in effect for one year from the date the list is created. Qualified candidates on the list may be considered when filling future temporary vacancies in this position.
